It is only open to those who are Office 365 subscribers and members of their Insider program. They also have to be set as Fast Ring subscribers, members who receive builds before they have been completely debugged and updated. Otherwise, you can expect the general release of Office 365 Hub and its benefits in the first half of 2017.
